SWOT analysis is widely applied in the process of strategic planning. It is focused on dividing factors and phenomena into four categories: Strengths and Weaknesses of the project, Opportunities, which the project opens, and Threats, connected with its implementation.

The results of the SWOT-analysis among the governmental and non-governmental providers of services to vulnerable teenagers and MARA in Ukraine reveal that in many spheres governmental and non-governmental organizations complement each other. Besides, the effectiveness of the NGOs’ work is considerably dependent on the leading role of the state in creating the policy and legislative basis, which will, on the one hand, meet the needs of vulnerable teenagers and MARA and, on the other hand, correspond to the demands and the quality standards of the NGOs’ work.
